will be free to watch online the 19th/20th of this month. It's being labeled "Blizzcon 2021" which makes me think they are effectively skipping a year - no in-person event in fall 2021.

Early next year they're planning to host another Blizzconline in combination with a smaller in-person gathering.

It appears there will be no Blizzconline in early 2022 because--to very roughly paraphrase--they aren't really feeling it.  I get that; it's been a rough year.  The statement ends by saying "even though we arent holding BlizzConline in February, well still be making announcements and updates for our games".  I'm not sure if that means specifically a bunch of announcements in early 2022, or if it's just a general "hey we still make video games and we also sometimes tell you about it".
