Windows 10 "Game Bar" and WoW performance

Is anyone familiar with the "Game Bar" in Windows 10? It's apparently on by default on PCs even without gaming controllers attached (look in Settings: Gaming) and I'm hearing that this thing is associated with limited frame rates and may cause problems in situations where lots is happening on the screen at once, like a raid boss. I found some old not-very-technical articles online about this (e.g. https://www.makeuseof.com/tag/fix-low-game-fps-windows-10-disabling-feature/) but nothing I'd consider authoritative.

Anyone know if this is an actual issue or just FUD?

I didn't particularly have a noticeable performance impact (because the system was already old), but it was causing screen flickering when alt tabbing, and it was atrocious.  So, it got disabled and fixed the color inversion flicker.  Then, when I built the shiny new 8700k system, I just disabled it before opening any games.  (Also because I'm still using the same old-ish card thanks to bitcoin mining assholes.)
