The strategy we use for heroic Galakras is:

* Three healers.  (We three-heal a lot of stuff.)

* Two to three ranged DPS assigned to the tower grunts.  You can shoot through the hill as long as you're in range, so you don't have to stray too far from the footsoldiers.  The third tower grunt can be ignored as the engineers will finish with the door anyway.

* Tower team 1: four DPS and a tank, leaving three healers, a tank, and a DPS down below who tries to take care of tower grunts.  When the tower boss dies, two of the tower DPS go down and help with the tower grunts until the third DPS can finish off the adds.  The tank jumps in the cannon and kills off the flying protodrakes.

* Tower team 2: one tank, two DPS, and a healer.  When the tower boss dies, the healer and one DPS can leave.  That DPS (or someone else) should head over to tower 1 and be ready to shoot the dragon down before the next footsoldiers come in; if at all possible you want to avoid getting the footsoldier group with two shamans in it.

* In phase 2, try to clear stacks when you reach 4-5 debuffs.  Some variability is needed at the beginning so not everyone is clearing stacks at once.  You have to skip two fireballs to clear your stack.  On both of our kills, the tanks finished up the last 5-10%.

So, the tanks if they taunt when their stack drops, are taunting every 2 stacks.  I suspect you want to be clearing more frequently than 4-5 debuffs -- especially as the phase goes on and his damage per stack ramps up.  So it might be clear at 4-5 debuffs at the beginning, but be clearing every 2 near the end.  And that may be why the tanks keep surviving at the end.

You killed him without healing the engineers?

It shouldn't be necessary to heal the first set of engineers.  On our first kill, I think you were healing the second set of engineers.  On our second kill, we let them die once (perhaps because we didn't have two DPS return from tower 1 right after the tower boss died), and as a result we got the footsoldier pack with the two shamans in it.  But we were able to just barely muscle through that; Ghoselle and I shot down the dragon at 5s to the next pack and the raid finished off the last shaman as the boss came in.
