It means you should defend the cities.  If you kill all the invading elementals, and save the citizens, you get the ability to attack some new bosses.

If you defend a city you get credit for both the types of rift in that city, assumeing you help close both types. So you only need to defend once in both cities for the achievement.

Here's what this stage means:

* There are invasions every 2-3 hours.  They affect Stormwind, Ironforge, Orgimmar, and TB.
* After Stormwind is secure, the air and water bosses become available in the dungeon finder.  These work like holiday bosses.
* After Ironforge is secure, the fire and earth bosses become available.
* Bosses stop being available for queuing after a while, I think half an hour after the relevant capital is secured.
* A city is secured when all districts are secured.
* A district is secured when all citizens are rescued (using a totem given by an earthen ring person) and all rifts are closed (by killing elite elementals).  Closing rifts gives you the appropriate elemental buff for Tripping the Rift.
* If you're in an attacked city with a lowbie alt, you can take an evacuation portal to get out.  I also had to use an evacuation portal after teleporting to Stormwind because the mage tower portal wasn't working.

There's a quest for each boss (begins inside the dungeon, so just go ahead and queue up), and they also each drop a 251 item and award 16 justice points.  I haven't found loot tables yet.

Pretty sure the MMO-Champ loot table is incomplete, since we saw two different mail pieces on the bosses we dropped today.

I was in Stormwind for one invasion, and easily picked up the air and water elemental buffs without quite knowing what I was doing. I've been in Ironforge for two invasions, and haven't picked up either the fire or earth buffs to complete the achievement. Any thoughts on what I'm doing wrong?

I've also noted that there don't seem to be rifts in the Ironforge invasions.  I'm guessing it's because people are successfully placing the wall fortifications?  But I'm really not sure.

It doesn't seem too hard to find rifts out in the world at this point, though.
